Mr. Perkins has extensive experience in complex litigation and appellate advocacy, nonprofit management, expert analysis and preparation.  He has lead and managed trial teams in contract, property damage, tort, fraud and intellectual property cases.


Mr. Perkins has designed national defense strategies for multiple clients in the United States and abroad involved in the defense of mass tort claims, including the management and coordination of co-defendants and national networks of counsel, their retention and replacement. He also has  negotiated settlements involving over 10,000 cases and remediation agreements with the EPA and state environmental agencies.  He has handled employment related issues and litigation.

Mr. Perkins has appeared in both state and federal courts nationwide, including the United States Court of Appeals for the Second, Third and Seventh Circuits, and participated (but not including argument) in advocacy before the Supreme Court of the United States.  He also has appeared before British tribunals including the Broadcast Standards Commission and the Employment Tribunal.

He acts as trustee and counsel to a small museum: Tasks include the drafting of compliance materials, negotiation and drafting of real estate transactions, management of architectural projects, advising its Board of Trustees concerning issues that include fiduciary responsibilities, financial management, regulatory compliance, intellectual property, website design and fundraising.

Mr. Perkins has extensive experience in the compilation, including research, and preparation of both testifying and non-testifying expertise involving complex scientific, historical and legal 'state of the art' analysis; and has engaged in the preparation of expert witness testimony.

He has secured jury verdicts and prevailed on appeal in the largest cases of their kind (by monetary value of claimed damages) taken to trial.

Mr. Perkins also acts as counsel to entrepreneurial start-ups, including drafting of basic corporate documentation and model contracts, management of litigation and oversight of intellectual property issues.

Mr. Perkins is admitted to practice in the State of New York, in the United States District Courts for the Eastern and Southern Districts of New York; in the United States Courts of Appeal for the Second, Third and Seventh Circuits, and in the United States Supreme Court.

He received an A.B. and M.A. in history from Brown University in 1977 and a J.D. from the University of Chicago in 1980.
